NSA Ghost Names Scandal: Gifty Oware-Mensah Accused of Embezzling Over GHC 30 Million Using Phantom Identities

In a scandal that continues to shake Ghana’s National Sports Authority (NSA), Gifty Oware-Mensah is under intense scrutiny for allegedly orchestrating a massive financial scheme involving 9,934 phantom names, resulting in the embezzlement of GH¢30,698,218.


According to revelations from the office of the Attorney General, Dr. Dominic Ayine, the misappropriated funds were channelled into the creation of a private enterprise known as “Blocks of Life Consult”. The AG stressed that this company was established without any official approval, raising further concerns about abuse of power and conflicts of interest within the public sector.


Sources close to the investigation indicate that the ghost names were strategically created over several payroll cycles, allowing funds to be siphoned gradually without initial detection. The scheme allegedly spanned over multiple fiscal years and involved forged documentation, unauthorized data entries, and deliberate oversight failures.

Gifty Oware-Mensah, a high-profile figure in sports administration, has not yet issued a public statement regarding the allegations. Legal experts suggest that if the charges are proven, the case could be one of the most significant public payroll frauds in recent Ghanaian history.


Civil society organizations and anti-corruption campaigners are now demanding a full forensic audit of the NSA’s payroll systems and a parliamentary inquiry into oversight lapses that enabled the scandal.


As investigations deepen, all eyes are on the Attorney General’s office and the Special Prosecutor to ensure that accountability is pursued at every level.
