The Office of the Special Prosecutor (OSP) has initiated an investigation into the alleged embezzlement of GH₵1.3 billion from the National Petroleum Authority (NPA). Special Prosecutor Kissi Agyebeng announced on February 12, 2025, that the inquiry focuses on suspected corruption and related offenses concerning the Unified Petroleum Pricing Fund (UPPF), a mechanism designed to stabilize petroleum prices across Ghana.
The investigation targets four individuals:
Jacob Amoah: Coordinator of the UPPF
Wendy Ashong Newman: NPA staff member
Freda Tandoh: NPA staff member
Mustapha Abdul-Hamid: Former NPA CEO
During his tenure as NPA CEO from 2021 to early 2024, Mustapha Abdul-Hamid was responsible for regulating petroleum product pricing, ensuring fuel quality standards, and managing the UPPF.
In response to the investigation, Mustapha Abdul-Hamid has expressed his willingness to cooperate with the OSP. He stated that, as of February 12, 2025, he had not received any official summons or invitation from the OSP or any other state investigative body but is ready to assist in any inquiries.
The OSP aims to uncover the full extent of the alleged financial mismanagement and ensure accountability within the NPA. Further details are expected as the investigation progresses.
